Description
The following is drawn from our initial 3-year RID proposal for completeness: -NASA/RI-EPSCoR Mission Statement: Our mission is to enable innovative and cooperative research in space exploration across all NASA Directorates, thereby developing new research directions, enhancing competitiveness, contributing to new collaborations across institutions of higher education, and bringing the business of space into Rhode Island. -Goals: Our goal for this RID extension is to seed innovative research initiatives that would enable competitive follow-on research proposals through EPSCoR and NASA opportunities. -Objectives: This RID extension specifically targets the following two efforts over the next three years: (1) improving awareness of NASA-EPSCoR in RI; and (2) support research seed grants to be competed across the jurisdiction. -Jurisdiction's Goals and Priorities: The breadth of NASA activities requires a parallel broad approach that could embrace areas of industrial design, planetary exploration, biogeochemistry, astrobiology, bioengineering, health in space, and remote sensing. Because NASA-EPSCoR seeks to develop new and sustainable research and industrial partnerships, we will consider new directions from all NASA-relevant areas. Our strategy speaks to the diverse expertise available within Rhode Island. Each RID opportunity will be used to identify and develop these directions into a viable and competitive level for EPSCoR research awards that would lead to sustainable new programs.

This is a mature technology (TRL 7+) — the realistic path in is usually NASA's Technology Transfer Program: licensing an existing NASA patent, or a Space Act Agreement to use NASA facilities/expertise directly. NASA also runs a startup licensing program with no upfront fee for companies formed to commercialize a specific NASA technology.
