This proposal outlines the idea of a ground-based horizontally scanning spectral imaging camera(PANCAM) conceptualized to fill the gaps in monitoring atmospheric pollution and enhance complex atmospheric chemistry models. The system leverages advanced spectral imaging techniques and technologies to capture spatially resolved data of trace gas distributions in near real-time. By integrating a horizontal 2D scanning capability, this innovative instrument enables precise, real time monitoring of Nitrogen Dioxide (NO2) plumes and their evolution, offering critical insights into localized and regional atmospheric processes. Sciglob instruments has seen an increased demand for high-precision atmospheric monitoring instruments due to growing global concerns over air quality, climate change, and regulatory compliance. Governments, research institutions, and industries seek advanced measurement solutions to improve environmental monitoring, support policymakers, and enhance climate models. Additionally, the integration PANCAM into ground-based sensor networks with satellite observations is becoming a priority for improving global air quality assessments. The primary objective of this effort is to develop a feasibility study that establishes the foundation for a next-generation portable and affordable autonomous air quality monitoring system. Funding from this Phase I effort will support the technical evaluation of off-the-shelf and custom optical solutions, calibration methodologies, and real-time data processing capabilities using GPU acceleration. Additionally, the project will deliver an opto-mechanical blueprint for future system development. The target markets for this technology include government agencies (NASA, EPA,..) and national and international scientific research institutions and universities.

The Proposed design will be efficiently support NASA's Satellite Data Validation Programs by addressing critical spatial and temporal resolution gaps for air quality monitoring, satellite validation, and atmospheric chemistry models. NASA also relies on accurate ground-based data to support regulatory frameworks, monitor pollution levels, and improve scientific understanding of atmospheric processes. PANCAM will be a valuable addition to NASA's different ground based networks. PANCAM will be invaluable for Satellite Data Validation for Other Agencies & Commercial Operators : – Organizations like ESA and commercial satellite operators benefit from improved remote sensing accuracy through high-resolution ground-truth measurements. Environmental Monitoring Agencies (e.g., EPA) – These agencies use precise ground-based data to track pollution trends, enforce regulations, and support environmental policy decisions. Scientific Research Institutions – Universities and research centers focused on atmospheric chemistry, climate science, and air pollution dynamics require high-precision sensors for field campaigns, laboratory studies, and model validation. Industries and municipalities need reliable monitoring solutions for detecting and tracking emission sources, and ensuring compliance with air quality regulations.
